During large scale rural to urban development, large parcels of land is almost always deeded back to the controlling municipality in the form of “wetlands”, “open space” and “nature greenlands”. To all of us ignorant folks, this is done to “preserve nature”. But what else comes with the ownership of this land? Just mowing the grass and plant some trees? Maybe a new park?
In North Carolina, annexation is clearly all about controlling water. By the same municipalities that participate in (members of) ICLEI. Could this happen in Kansas also? Look at page 23 of 30. “Local action moves the world.” http://www.iclei.org/documents/Global/icle_biennial98-99.pdf Then count how many times the word “water” comes up in the document. Wars have been fought over water.
