On June 17, 2009 the Johnson County Board of Commissioners had this budgetary discussion Econ Center developing the 2010 County Budget.  Item #5  records the discussion and this http://lims.jocogov.org/sirepub/mtgviewer.aspx?meetid=510&doctype=AGENDA accesses the video regarding the Enterprise Center funding of $150,000.  Thankfully this meeting occurred before written documentation of meetings was eliminated so in this case we are able to display both the document and the video of the Commissioners’ discussion.   Briefly……

So Mr. Wiggins, how many jobs has Enterprise Center created in the last 10 years?

So with an annual budget of $1,200,000

Admittedly we do not know if that is a good, bad or indifferent number to create 743 jobs.  Unfortunately neither did the County Commissioners because no one asked.  Nor did they ask what kind of jobs?  What were the median annual salaries and contribution (if any) to The County?  What was the life expectancy of these jobs?  Were they still functioning 1 year, 2 years or 5 years later?  Was this ONE job created 743 times?

Now we fast forward to 2013.  Since November 17, 2011 The County Commissioners have unmercifully been beaten up by their constituents following closure of libraries for lack of funds and simultaneously purchasing a dilapidated, asbestos filled building on the verge of repossession and/or condemnation.  Justification……relocate the County Museum.

As a result of the November 2012 Elections, the two most outspoken proponents of this purchase no longer sit on The Commission.  Was this an election issue?  You betcha!

On February 14, 2013 the stars aligned and both the Enterprise Center and the King Louie Eddie Building entered the same conversation.  That day we learned just how much sculptors have in common with politicians, taking a ball of clay and creating something completely different while arguing it’s still that ball of clay.

In between chastising the two new Commissioners for questioning the logic behind the King Louie Eddie Building purchase, Artiste Eilert (now County Commission Chair and retired Overland Park Mayor) puts on display his newest ball of clay.

Unfortunately I can not refer to and copy transcripts because that was the first administrative policy Chairman Eilert enacted.  But paraphrasing he stated that 60% to 70% of this City of Lenexa project funds provided by The County are spent on rent.  Moving it to Overland Park would pay for the building’s initial purchase in just 8 years.  Commission Chair and retired Overland Park Mayor did not mention that the $3,650,000 transaction in February 2012 was only to make the building weather proof, but let’s go with his number.  Keep in mind that beyond Eilert’s part-time career as a politician, he also has been a part-time stock broker for a National firm and a part-time Director for a large area Bank.

In total it’s obvious why Mr. Eilert has been unsuccessful in securing full-time employment.  Let’s get back to Enterprise Center for a few more moments.

Information on Enterprise Center is somewhat limited to http://www.ecjc.com/s/656/start.aspx .  The intended purpose is to incubate new business developement and entrepeneurism.  Notable cause but not one for government.  On a National level we witness the failure of governments picking winners and losers.  This is the currently listed Board

Although we can not attest to the accuracy of this list as being current, it is the one posted.  Paying attention to the two highlights we can begin to understand why Commission Chair and retired Overland Park Mayor Eilert now promotes moving the current City of Lenexa project to Overland Park.  Ben Craig (now retired) was also the Chairman of an Overland Park bank that Mr. Eilert worked part-time as a Director.  Mary Birch is the former Executive Director of Overland Park Chamber of Commerce, currently Legislative contact at an Overland Park law firm, a political wanna-be and the person Mr. Eilert uses most to introduce him at major events.  One might question why there are some insurance and real estate brokerage companies directing job creation but that’s for another day.

From the November 2011 through December 2012 discussions held in public view and recorded,  Enterprise Center is not mentioned once.  In 2009 District Commissioner and retired Overland Park Mayor Eilert insisted the City of Lenexa located project if funded at all, would be year by year.  In 2013 Commission Chair and retired Overland Park Mayor Eilert wants to give this project a “permanent home” in Overland Park.  Can only speculate as to who contacted whom and when, this appears to be yet another and more desperate attempt to camouflage and deflect what was from the onset an unethical and possibly criminal act.

  1. NOlathe desires to expand beyond current Henpecked Acres facilities.
  2. By providing us with a permanent home would improve the time efficiencies of processing KORA (Kansas Open Record Act) requests.  Delivering requests by hand, just down the hall would reduce response time from 9 days down to the statutory 3 days.
  3.  County would provide FREE property insurance and utilities.
  4. Would need a key to the front door though cuz may need access at unusual hours.

How many non-government employees currently work in a County owned facility?  Have the ‘legal eagles’ scrutinized this and what are the consequences of this precedent?  Can I pick which office space desired?

During Chair Eilert’s St. Valentines Day beat down of questioning Commissioners, he stated this subject has been fully vetted and debated in full public view.  He stated the problem is not what The Commission has done but how various media has reported it.  I assume he was including The Wall Street Journal  http://nolathe.net/2012/10/10/faux-board-of-johnson-county-commissioners-kansas/.  So let’s look at what we know…….

Left blames Chicago’s out-of-control gun violence on global warming

With some of the toughest gun laws in the nation, including bans on assault weapons and high-capacity magazines, gun-related deaths in Chicago were higher than troop deaths in Afghanistan in 2012, according to The Daily.

Complicating things even further, Chicago is where President Obama calls home, where he once worked as a community organizer, where his former chief of staff, Rahm Emanuel, now serves as mayor – and where The Daily reports the murder rate is up a staggering 35 percent in hizzoner’s second year in office, quadruple the rate of New York City.

Gun shops are outlawed, and there are no civilian gun ranges within city limits. Yet the more the plans fail, the more the planners plan. Emanuel says he is “working on an ordinance that would restrict guns more tightly,” WLS-TV Chicago reported earlier this month.

The Windy City provides stark evidence that tougher gun restrictions fail to make us safer, and the left must find a way to explain this away.

Enter Christie Hefner, the former chairwoman and CEO of Playboy Enterprises who is now working with the far-left organization, Center for American Progress. On Wednesday’s broadcast of MSNBC’s “Morning Joe,” Hefner said Chicago’s sky-high murder rate could be blamed — at least in part — on climate change, according to the Daily Caller.

Talk about killing two birds with one stone (pardon the pun).

“Yes, last year we hit a record number of murders from guns [in Chicago],” Hefner said. “And this year we are already outpacing last year’s numbers. Now, there are contributing factors that are not under anybody’s control and may seem odd, but it is factually true. One of them is actually the weather. There is a dramatic increase in gun violence when it is warmer. And we are having this climate change effect that is driving that.”

Which begs the question: Is it just hotter in Chicago?

The most recent FBI statistics show that overall, violent crime was down in 2011 across America. What’s more, the Midwest, which includes Chicago, had the country’s lowest violent crime rate, with 349.9 reported cases per 100,000 residents.

In a forward-looking October article that focused on gun violence in Chicago and Obama’s position on gun control, Breitbart.com closed with this ominous warning: “Just think, this means that if Obama wins a second term the whole country will get a chance to enjoy the same kind of peace and tranquility Chicagoans enjoy on their gun-free streets everyday.”

Below is transcribed word for word the United Nations plan to secure food controlled and distributed through global governance.  Within the total plan (Agenda 21) the farming families will be relocated to urban concentrations and their land used to feed the global populations for “food security”.  Here is my favorite line “USA- Publications to help inform peasants and women of other countries access to land and strengthen weaknesses.”  (aka what they learn here will be used elsewhere, you know the peasants)  In the “partners” section you will find Soros money everywhere!

By limiting ownership and/or use of rural lands/property, three major controls are established:

  1. High density populations are easier to control versus “sprawl”
  2. Property/land rights equals access and control of water.
  3. Communal farming controls the what, when, for who and value of production and farming methods.

Kansas took the lead in condemning Agenda 21 on a National basis.  Just farmers with pitchforks huh?

Some months ago we visited the ‘Register of Deeds Office’ located on the first floor of the Johnson County Office Building and asked for documents associated with 8788 Metcalf Ave, Overland Park.  Although this cost NOlathe staff nearly 15 minutes and $4.25 copying fees here is some of what we found.

On June 27, 2003 and years before going out of business, a Mortgage was filed on the property located at 8788 Metcalf Ave aka King Louie Building.  The entire June 27, 2003 Mortgage may be viewed here.

By now some of you may think “Ken has lost it.  Too much hospital and too many meds have done him in.  What does a 2003 mortgage have to do with the county purchasing an asbestos laden building in 2011?”

Do you remember on November 10 and 17 of 2011 the Commissioners were told that this had to be completed before year-end or the deal was off?

Do you remember the Real Estate Purchase Contract signed on November 17, 2011?  Did you know the property had an existing mortgage that apparantly the Mitchell’s could not pay off and subject to loss?

Did you know that the referenced contract is considered a “Bankable Note” which means it could be used to borrow funds sufficient enough to pay off the mortgage on December 15, 2011 prior to year-end?

And then there is the previously posted lack of failed Public Safety inspections by The City of Overland Park.  Well actually that is the recorded and saved failed Public Safety inspections by The City of Overland Park.  Did you know The City of Overland Park has a Public Safety Committee that controls this file?  Do you know who was the Chairperson in 2011? 

WOW!!  It gets even better before this year-end.  And The Commissioners remain silent.  What a shame.

In November 2011 we witnessed 6 of the 7 Johnson County Board of County Commissioners tripping over each other to support  an unfunded $3.6 million purchase of an asbestos laden building (with gross conflicts of interests) that just had to be completed NOW (at the sellers’ request). 

Then we watched how Chairman Eilert justified this unfunded expense as an investment and a great deal.

When The Wall Street Journal drew national attention to this unfunded project, Chairman Eilert stated that neither he nor any of the Commissioners were supportive, he was misquoted and the numbers had been exaggerated.

Now that Chairman Eilert’s (and the remaining fewer Commissioners’) Socialist In Chief  Hussein Obama has been re-elected, we finally find the truth (or at least for now, momentary and readily available to further changes depending on several future outcomes that have yet to be shared or known because of tidal changes, moon phases, earthquakes, interest rates, taxable income, global warming, ELK Club Membership, Rotarian Luncheon dues, KU vs. KSU basketball odds to win what ever Conference they may or may not belong to in 2020, etc.)  for 2013 or until Chairman Eilert is asked again:  king-louie-purchase

 Here is partial presentation supplied to the Commissioners 11/17/2011.

Under Kansas laws the definition of “reasonable person” appears several times.  So as a “reasonable person” I submitted a lawful KORA (Kansas Open Records Act) request to The City of Overland Park for violations of the above ordinance filed to 8788 Metcalf aka King Louie.  Expecting $100′s of dollars in expense for copying charges to me, I awaited a massive file.  Here is what I received 8788metcalf with the two most recent reports highlighted below:

Documents show that according to Overland Park with their extensive safety ordinance in place and functioning, a total of $1,450 was required to prevent condemnation or severe violation compliance from 2008 through year end 2011 of this same King Louie debacle The County will spend $1,600,000 just to plan on how much more to commit, for public safety.  This without the asbestos removal estimate?  Oh ya, Kansas law requires the asbestos removal BEFORE the $1,600,000 renovations can occur!!  Just being “reasonable” here.

We recently gave notice to the Commissioners to fix this, and soon.  There has been no public effort to do so and with the elections now passed, we will do so for them with the courts’ help.  Some really good stuff between Veterans’ Day 2012 and year end.  In the court 2013.

DYSFUNCTIONAL OR SELECTIVE ENFORCEMENT?

Might this be under the dysfunctional DA Howe’s Office of jurisdiction?  Hate to be in his position.  In violation of “Home Rule Charter” who all endorsed him for re-election again?

During the rush to purchase the King Louie Building and fund the transformation in to The National Museum of Suburbia, we heard several Commissioners express their support based on the revenue generating opportunities this building possessed.  Very recently I personally heard one Commissioner publicly support his decision and vote to purchase this building as it would “actually make money for the County”.  Intrigued that this stood in substantial opposition to published facts, I presented a lawful KORA (Kansas Open Records Act) request to see this new magical document (Operating Budget through 2020) and yep, it’s the same as the one I already had.

 

Two thirds of the building’s operational expense is tax funded.  Also of note and not to demise the true sincere hard work and fund raising the volunteers and contributors make, donations remain somewhat meager compared to their committment of raising $9,000,000 immediately.  In anyones’ measure, this is not a cash cow but a cache hole.

Our ‘pig in a poke’ King Louie purchase has several tentacles, more like an octopus.  Reviewing the definition of “tentacle” reveals an appendage used for feeding of a spineless organism.  Yep, that about describes our County Commissioners.

We have already shown the guise justification in purchasing the building is nothing short of eliminating the very thing they wish to make a museum of, suburbia.  The planning document 2011InterpretiveMasterPlan details precisely how the suburbs of Johnson County are no longer needed or deserved when compared to the need of consolidating populations back to the inner cities.  The Obama administration United Nations has determined that “sprawl” is not sustainable and that wealth must be redistributed.  This posting takes a look at who funded the commissars’ new plan.
