<p>Or better question, did joining ICLEI create a dumb Board? (Did a dumb Board create ICLEI?) Joining ICLEI only costs $3,500 annual dues. Using ICLEI guidelines costs millions, a few hundred thousand at a time. And it goes on and on and on.</p>

I saved this document separately as history has taught us that once County personnel realize our use of their information, the referenced document gets moved.  Totally legal and done just to make our job more difficult.</p>
<p>Johnson County is going to authorize $125,000 to a research firm to measure the effects of gravity on rain. Well I for one want to see that reoccurring rumor that water flows uphill put to rest and finally restore the noble name of Newton.</p>
<p>Unfortunately, there are some glaring discrepancies on route to this historical event:</p>
<ol>
<li>The research company believes this has already been approved as of February 7, 2011.</li>
<li>All data collected and reports rendered are the property of the research company.</li>
<li>All electrical/mechanical devices developed are the property of the research company.</li>
<li>&#8220;Pilot Program&#8221; implies this is one expense with several more to come when expanded.</li>
<li>It&#8217;s in the budget and thus will be approved.</li>
</ol>
<p>All this engineering and management lingo is above my pay grade.  But I can assure you that with the mental numbness and drive towards socialism, this expense and those following will be approved.  How else can they divert run-off  from the electric car recharging stations.</p>

<p>Since 1911 some of the world&#8217;s most talented minds in the fields of Physics, Mathematics and Electrical Engineering have struggled unsuccessfully to solve the phenomenon known as <em><strong>Super Conductivity</strong></em>.  This has to do with the transmittance of electrical current through a material with no resistance, power in and power out are equal.  In the practical world of electrical consumption aluminum, copper and silver offer the best alternatives but are measurably far from the pure conductor. <a href="http://en.wikipedia.org/wiki/Superconductivity">http://en.wikipedia.org/wiki/Superconductivity</a></p>

<p>To minimize the loss and to maximize the available amperage by the final user, distribution of electricity is done at very high voltages.  This however inserts another loss by use of the many transformers and resulting <em><strong>Inductive Reactance.</strong></em>  In the United States the average transmit loss from supplier to consumer is 7%.  For every 100 units produced, only 93 units are consumed. <a href="http://en.wikipedia.org/wiki/Electric_power_transmission">http://en.wikipedia.org/wiki/Electric_power_transmission</a></p>

<p>To the Obama tree-huggers and Agenda 21 supporters I ask this question. <em><strong>How does consuming electricity from a Coal Powered Electric Plant over 20 hours and only utilize 74.4% of your intended usage reduce the &#8220;green house gas&#8221; from the fossil fuel car operating the same available 4 hours?</strong></em><strong>  </strong></p>
<p>The most recent set of Electric Vehicle (EV) charging stations just became operational at the new Crime Lab Building.  Yes, the same new County Crime Lab Building that was constructed from the ground up for energy efficiencies and cost nearly 3 times of comparable building without those enhancements.  The annual energy savings to justify the additional construction costs revealed just slightly over a 400 year pay back. <a href="http://carstations.com/14897">http://carstations.com/14897</a></p>

<p>The existing Johnson County Museum was damaged during the June 2009 &#8220;Once in a Century&#8221; rainstorm. Approximately<em><strong> 1,500 square foot of the 20,000 square foot</strong> </em>was deemed unrepairable.  Artifacts from the damaged area were placed in rented storage and a search to find a new location began. County officials stated publically the search was hindered due to less tax revenues.</p>
<p>In September 2011 The Johnson County Museum made public their plan of creating a National Museum in lieu of the existing County Museum philosophy and historical interest. The 82 page <a href="http://nolathe.files.wordpress.com/2012/02/2011interpretivemasterplan.pdf">2011InterpretiveMasterPlan</a>. <em><strong>Page 62 is a real HOOT. It predicts everything you are about to read!</strong></em></p>
<p>Those close to this new plan have confirmed that in October 2011 County Commissioner David Lindstrom (Overland Park) approached fellow County employee and Museum Director Mindi Love regarding the purchase of the <em><strong>70,000 square foot</strong></em> building known as King Louie&#8217;s in Overland Park and strategically located in the struggling Metcalf Corridor.</p>
<p>At this point, any forward momentum could only occur with the consent of Commission Chairman Eilert, former Mayor of Overland Park.</p>
<p>Records show that the King Louie building was owned by Western Development Co. Inc.  Kansas Secretary of State Office shows the two principals are John and Marilyn Mitchell. The Registered Company Agent is Donald Pratt of Overland Park.</p>
<p>The first recorded Commission discussion regarding the King Louie building occured on November 10, 2011 Agenda Review Meeting.  You can watch six of the seven Commissioners tripping over each other in support of this project even at the risks of not knowing how to pay for it or how it might jeopardize Bond Ratings. <p>With near reckless disregard of fudiciary responsiblities the purchase of this building for the new National Museum in Overland Park was completed in weeks because: (purchase finalized and closed on December 30, 2011)</p>

<p>Rumors abound in Overland Park that the Mitchells are personal friends with both Eilert and Lindstrom and that was the driving force behind this boondoggle. The only fact we could secure takes us back to the beginning of this post.</p>

<p>Note the name of the listed Commercial Real Estate Broker for this property, Kessinger-Hunter. Although several sources to make this connection are available, we choose to use Commissioner Lindstrom&#8217;s own Johnson County page to demonstrate that he is a past employee of Kessinger-Hunter. We also found that as a politician, Kessinger-Hunter has continually contributed to his campaign efforts. <a href="http://bocc.jocogov.org/commissioner/district-3/about">http://bocc.jocogov.org/commissioner/district-3/about</a></p>
<p>We emphasize again on deaf ears (Home Rule Charter Commission) five of the seven Commissioner votes are influenced by Overland Park (with 29% of the population). So Commissioner Lindstrom is not alone in this but certainly led the herd over the cliff.  Since when do &#8220;leaders&#8221; get sucked in to a herd mentality?  If you take the time to view the videos available, Commissioner Lindstrom was in the lead, Chairman Eilert whipping the mules in line and now&#8230;&#8230;. the County owns a building that is uninsurable, on land worth about $500,000 with committments upwards of another $30,000,000.</p>
<p>The Mitchells and Kessinger-Hunter have cashed their checks and wished Lindstrom well retiring to Florida.  Eilert is moving business and County funds to Overland Park as he said he would.  The good news for me and bad news for tax payers, there will be something else to write about tomorrow.</p>

It is, under pretext of public utility, and in the name of the general interest, to be placed under contribution, drilled, fleeced, exploited, monopolized, extorted from, squeezed, hoaxed, robbed; then, at the slightest resistance, the first word of complaint, to be repressed, fined, vilified, harassed, hunted down, abused, clubbed, disarmed, bound, choked, imprisoned, judged, condemned, shot, deported, sacrificed, sold, betrayed; and to crown all, mocked, ridiculed, derided, outraged, dishonoured. <p>Imagine a robot hovering overhead as you go about your day, driving to and from work, heading to the grocery store, or stopping by a friend’s house. The robot records your every movement with a surveillance camera and streams the information to a government command center. If you make a wrong move, or even appear to be doing something suspicious, the police will respond quickly and you’ll soon be under arrest. Even if you don’t do anything suspicious, the information of your whereabouts, including what stores and offices you visit, what political rallies you attend, and what people you meet will be recorded, saved and easily accessed at a later date. It is a frightening thought, but you don’t have to imagine this scenario. We are only a few years away from the realization of this total surveillance society.</p>
<p>Congress has just passed a bill, the FAA Reauthorization Act, mandating that the Federal Aviation Administration create a comprehensive program for the integration of drone technology into the national air space by 2015. The FAA predicts that there will be 30,000 drones crisscrossing the skies of America by 2020, all part of an industry that could be worth hundreds of millions of dollars per year. This mandate is yet another example of the political power of the military-industrial complex, Congress’ disdain for the privacy of American citizens, and the rampant growth of government. With this single piece of legislation, Congress is opening the floodgates to an entirely new era of surveillance, one in which no person is safe from the prying eyes of the government. This may prove to be the final nail in the Fourth Amendment’s coffin.</p>
<p>Attempts to integrate drone technology into the national air space were underway long before Congress put its stamp of approval on the FAA Reauthorization Act. In fact, the FAA authorized 313 certificates for drone operation in 2011, 295 of which were still active at the end of the year, although the agency refuses to say which organizations received the certificates and for what purposes they were used. However, we do know that the FAA had already approved drones for use by the Department of Homeland Security, US Customs and Border Patrol (which uses the drones to conduct surveillance and counternarcotics missions), and certain state and local law enforcement operations. For example, in June 2011, a family of cattle farmers accused of stealing some cows were spied on with a Predator drone before being apprehended by police.</p>
<p>The fact that drones—pilotless, remote controlled aircraft that have been used extensively in Iraq, Afghanistan and Pakistan to assassinate suspected terrorists, as well as innocent civilians—are coming home to roost (and fly) in domestic airspace should come as no surprise to those who have been paying attention. The US government has a history of commandeering military technology for use against Americans. We saw this happen with tear gas, tasers, sound cannons and assault vehicles, all of which were first used on the battlefield before being deployed against civilians at home.</p>
<p>Thus, while 83% of Americans approve of the use of drones abroad, and 65% approve of using drones to assassinate suspected terrorists abroad, even if they are American citizens, it remains to be seen how those same Americans will feel when they are the ones in the sights of the drones. Needless to say, they won’t have to wait too long to find out.</p>
<p>While there are undoubtedly legitimate uses for drone technology, such as locating missing persons, there is no legitimate reason for the government to collect a constant stream of information on the whereabouts of Americans. However, if this drone program is implemented in the way that Congress intends, we will have drones armed with “less-lethal” weaponry, including bean bag guns and tasers, flying over political demonstrations, sporting events, and concert arenas. Eventually, these drones will be armed with the lethal weaponry that is currently being used overseas in Afghanistan and Pakistan.</p>
<p>The power of these machines is not to be underestimated. Many are equipped with cameras that provide a live video feed, as well as heat sensors and radar. Some are capable of peering at figures from 20,000 feet up and 25 miles away. They can also keep track of 65 persons of interest at once. Some drones are capable of hijacking Wi-Fi networks and intercepting electronic communications such as text messages. The Army is currently developing drones with facial recognition software, as well as drones that can complete a target-and-kill mission without any human instruction or interaction. They are the ultimate killing and spying machines.</p>
<p>In addition to the privacy concerns, the safety of drone technology has been called into question. There have been a handful of high-profile crashes involving American drones abroad, including in Iran, the island nation of Seychelles, and most recently in Somalia. The Iranian government claimed they brought down the drone flying in their territory via a computer hack. This is two years after Iraqis were able to hack into the live feed of a few drones using “$26 off-the-shelf software.” Mind you, back in October 2011, the US military admitted that their drone fleet had been infected by a ‘mysterious virus.’ The faultiness of the drone technology and the fact that amateur hackers can access the controls and camera feeds are reason enough to ground these devices indefinitely.</p>
<p>Unfortunately, with the wars abroad winding down, America has become the new battleground in the war on terror, to the delight and profit of the military-industrial complex. In fact, with companies like Boeing and Lockheed Martin making their influence felt among members of Congress (Boeing spent over $12 million lobbying in 2011, and Lockheed spent over $11 million), you can be sure that their technologies will continue to be purchased by the government, even when there is no need for them. Thus, in the same way that our domestic police forces are now armed with mini-tanks and grenade launchers taken from the military’s armory, it was simply a matter of time before drone technology made its way back home.</p>
<p>While most Americans are unaware of the electronic concentration camp which is slowly enveloping our society, a select few groups are working to push back against government control. The Electronic Frontier Foundation has filed a lawsuit against the FAA, demanding the records of the drone certificates which the FAA has issued to various agencies, but it is unlikely that the implementation of this technology can be stopped. Based upon the government’s positions on wiretapping, GPS tracking devices, and Internet tracking technologies, it is also unlikely that our elected officials will do anything to protect the American people from the prying eye of the American government.</p>
<p>We can sit around waiting for some member of Congress with a conscience or some judge concerned about the coming tyranny to push back against the drone empire from within. However, until the American people succeed in raising their collective voices against this technological tyranny, the powers that be will continue on the path to total control, and the condition of our civil liberties will become more dire with every passing day.</p>

<p>A new smartphone application, or “app,” is available as a free download for both <a href="http://itunes.apple.com/us/app/soilweb-for-the-iphone/id354911787?mt=8">iPhone</a> and <a href="https://market.android.com/details?id=casoilresource.apps.soilweb&amp;feature=search_result">Android</a> users to access soil survey information. The app, <a href="http://casoilresource.lawr.ucdavis.edu/drupal/node/886">SoilWeb</a>, combines online soil survey information with the GPS capabilities of smartphones.</p>
<p>The SoilWeb app is a portable version of the UC Davis <a href="http://casoilresource.lawr.ucdavis.edu/drupal/">California Soil Resource Lab</a>’s <a href="http://casoilresource.lawr.ucdavis.edu/drupal/node/902">Web-based interface</a> to <a href="http://soils.usda.gov/">digital soil survey</a> data from USDA’s <a href="http://www.nrcs.usda.gov/">Natural Resources Conservation Service (NRCS)</a>. Because the app provides soil survey information in a mobile form, it is particularly useful for those working in the field.</p>
<p>NRCS introduced the Web Soil Survey (WSS), an online tool for accessing soils information, a few years ago. This was a wonderful development for users of soils information—engineers, developers, farmers and many others—because WSS provides quick access to the most current data produced by the National Cooperative Soil Survey.</p>
<p>Until recently, a disadvantage of Web-based soil survey formats was that user access was limited to desktop computers with an internet connection. That’s one reason that NRCS soil scientist Dr. Dylan Beaudette, while still a graduate student at UC Davis, developed the SoilWeb app in collaboration with NRCS and the UC Davis California Soil Resource Lab.</p>

<p><em>SoilWeb can retrieve a graphic summary of soil types in response to a user inquiry in</em> the form of soil profile sketches. Each profile sketch shows soil horizons, often compared to a vertical ice cream sandwich made up of layers of soil. Soil names, locations and taxonomic categories are also shown.</p>
<p><em>Clicking on soil sketches sends the user to the corresponding Official Series Description, a user-friendly narrative of commonly used soil properties such as horizon depths, colors, texture and rock fragment content. </em>Clicking on a soil name (listed above each sketch) provides the user with a more detailed description, including: physical and chemical properties, definitions and links to a variety of environmental databases.<em></em></p>
<p>This means that a farmer, rancher or even a backyard gardener could use a smartphone to gain an understanding of the soil type in the surrounding landscape. Soil health is a key factor in the success of plants—the type of soil determines what nutrients are needed, as well as how much water should be applied.</p>
<p>SoilWeb is useful even for users already familiar with NRCS’s Web Soil Survey, as it is much faster than pulling up soil survey information on a desktop or laptop computer.</p>

They brand government action for things like expanding public transportation routes and preserving open space as part of a <a title="More articles about the United Nations." href="http://topics.nytimes.com/top/reference/timestopics/organizations/u/united_nations/index.html?inline=nyt-org">United Nations</a>-led conspiracy to deny property rights and herd citizens toward cities.</p>

<p>They are showing up at planning meetings to denounce bike lanes on public streets and smart meters on home appliances — efforts they equate to a big-government blueprint against individual rights.</p>
<p>“Down the road, this data will be used against you,” warned one speaker at a recent Roanoke County, Va., Board of Supervisors meeting who turned out with dozens of people opposed to the county’s paying $1,200 in dues to a nonprofit that consults on sustainability issues.</p>
<p>Local officials say they would dismiss such notions except that the growing and often heated protests are having an effect.</p>
<p>In Maine, the Tea Party-backed Republican governor canceled a project to ease congestion along the Route 1 corridor after protesters complained it was part of the United Nations plot. Similar opposition helped doom a <a title="More articles about high-speed rail." href="http://topics.nytimes.com/top/reference/timestopics/subjects/h/high_speed_rail_projects/index.html?inline=nyt-classifier">high-speed train</a> line in Florida. And more than a dozen cities, towns and counties, under new pressure, have cut off financing for a program that offers expertise on how to measure and cut carbon emissions.</p>
<p>“It sounds a little on the weird side, but we’ve found we ignore it at our own peril,” said George Homewood, a vice president of the American Planning Association’s chapter in Virginia.</p>
<p>The protests date to 1992 when the United Nations passed a sweeping, but nonbinding, 100-plus-page resolution called Agenda 21 that was designed to encourage nations to use fewer resources and conserve open land by steering development to already dense areas. They have gained momentum in the past two years because of the emergence of the Tea Party movement, harnessing its suspicion about government power and belief that man-made <a title="Recent and archival news about global warming." href="http://topics.nytimes.com/top/news/science/topics/globalwarming/index.html?inline=nyt-classifier">global warming</a> is a hoax.</p>
<p>In January, the Republican Party adopted its own resolution against what it called “the destructive and insidious nature” of Agenda 21. And Newt Gingrich took aim at it during a Republican debate in November.</p>
<p>Tom DeWeese, the founder of the <a title="Center Web site" href="http://americanpolicy.org/">American Policy Center</a>, a Warrenton, Va.-based foundation that advocates limited government, says he has been a leader in the opposition to Agenda 21 since 1992. Until a few years ago, he had few followers beyond a handful of farmers and ranchers in rural areas. Now, he is a regular speaker at Tea Party events.</p>
<p>Membership is rising, Mr. DeWeese said, because what he sees as tangible Agenda 21-inspired controls on water and energy use are intruding into everyday life. “People may be acting out at some of these meetings, and I do not condone that. But their elected representatives are not listening and they are frustrated.”</p>
<p>Fox News has also helped spread the message. In June, after President Obama signed an executive order creating a White House Rural Council to “enhance federal engagement with rural communities,” Fox programs linked the order to Agenda 21. A Fox commentator, Eric Bolling, said the council sounded “eerily similar to a U.N. plan called Agenda 21, where a centralized planning agency would be responsible for oversight into all areas of our lives. <a title="Youtube video of the Bolling segment." href="http://www.youtube.com/watch?v=yFJc06x7dyA">A one world order</a>.”</p>
<p>The movement has been particularly effective in Tea Party strongholds like Virginia, Florida and Texas, but the police have been called in to contain protests in states including Maryland and California, where opponents are fighting laws passed in recent years to encourage development around public transportation hubs and dense areas in an effort to save money and preserve rural communities.</p>
<p>One group has become a particular target. <a title="Website for ICELI." href="http://www.icleiusa.org/">Iclei — Local Governments for Sustainability USA</a>, an Oakland, Calif.-based nonprofit, sells software and offers advice to communities looking to reduce their carbon footprints. A City Council meeting in Missoula, Mont., in December got out of hand and required police intervention over $1,200 in dues to Iclei.</p>
<p>At a Board of Supervisors meeting in Roanoke in late January, Cher McCoy, a Tea Party member from nearby Lexington, Va., generated sustained applause when she warned: “They get you hooked, and then Agenda 21 takes over. Your rights are stripped one by one.”</p>
<p>Echoing other protesters, Ms. McCoy identified smart meters, devices being installed by utility companies to collect information on energy use, as part of the conspiracy. “The real job of smart meters is to spy on you and control you — when you can and cannot use electrical appliances,” she said.</p>
<p><a title="Video of Ilana Preuss" href="http://www.smartgrowthamerica.org/author/ipreuss/">Ilana Preuss</a>, vice president of Smart Growth America, a national coalition of nonprofits that supports economic development while conserving open spaces and farmland, said, “The real danger is not that they will get rid of some piece of software from Iclei” but that “people will be too scared to have a conversation about local development. And that is an important conversation to be having.”</p>
<p>In some cases, the protests have not been large, but they are powerful because officials are concerned about the Tea Party.</p>
<p>On the campaign trail, Mr. Gingrich has called Agenda 21 an important issue and has said, “I would explicitly repudiate what Obama has done on Agenda 21.”</p>
<p>The Republican National Committee resolution, passed without fanfare on Jan. 13, declared, “The United Nations Agenda 21 plan of radical so-called ‘sustainable development’ views the American way of life of private property ownership, single family homes, private car ownership and individual travel choices, and privately owned farms; all as destructive to the environment.”</p>

<p>Other conservatives have welcomed the scrutiny of land-use issues, but they do not agree with the emphasis on Agenda 21.</p>
<p>Jeremy Rabkin, a professor of law at George Mason University specializing in sovereignty issues, said there were “entirely legitimate concerns about international standards that come into American law without formal ratification by the Senate.”</p>
<p>But some local officials argue that the programs that protesters see as part of the conspiracy are entirely created by local governments with the express intent of saving money — the central goal of the Tea Party movement.</p>
<p>Planning groups, several of which said they had never heard of Agenda 21 until protesters burst in, are counterorganizing.</p>
<p>Last year, the Board of Supervisors in Albemarle County, Va., ceased payment of dues to Iclei and withdrew its support from a national agreement on climate change in which counties can participate. Summer Frederick, the project manager for the Thomas Jefferson Planning District Commission in Charlottesville, Va., now conducts seminars on how to deal with Agenda 21 critics. (Among her tips: remove the podium and microphones, which can make it “very easy for a critic to hijack a meeting.”)</p>
<p>Roanoke’s Board of Supervisors voted 3 to 2 to renew its Iclei financing after many residents voiced their support.</p>
<p>“The Tea Party people say they want nonpolluted air and clean water and everything we promote and support, but they also say it’s a communist movement,” said Charlotte Moore, a supervisor who voted yes. “I really don’t understand what they want.”</p>
